Second-tier Premier League clubs pay a crazy penalty

With £5bn worth of television money coming from BT and Sky Sports over the next three years, Premier League clubs are unlikely to plead poverty any time soon. But when it comes to business rates, some of those lower down the pecking order are seemingly being penalised for seeking success.
